Does HubSpot back up associations?

No. HubSpot's documentation states it directly: associations and activity data aren't included in native backups. The CSV files contain each record's properties, but not the links between contacts, companies, deals, and tickets, and not the activity timeline. If you restore by re-importing CSVs, you rebuild those relationships yourself.

One nuance worth stating precisely: the same article lists calls, conversations, and tasks among the backed-up objects while also stating that activity data is excluded. The documentation does not reconcile those two statements in more detail, so treat the explicit exclusion as the safe assumption for anything on a record's timeline.

What does HubSpot's Restore CRM changes tool do?

Restore CRM changes, under Settings > Data Management > Backup & Restore, rolls records back to a previous point within the last 14 days, undoing updates made by workflows, imports, or manual edits. It is available on Starter and above with Super Admin permissions, and a prepared restore stays actionable for up to 14 days.
